There is a label showing "FO MOD 2.5GBPS LBAND PM/SW BIASFREE" in last photo below, so we believe it is phase modulator. There is also a red label "REJECTED", which was probably made by previous warehouse quality control staff. 'Sell As Is', you may return if not satisfied, but 2-way shipping fee is not refundable. Without fiber connector. With 3 electrical pins for RF. We do not have pdf specification. You need try by yourself to figure out how to use it.
