The product label shows it is Truewave-RS fiber, and it was produced in April 2001 by Lucent. 

See year 1998 datasheet in 1st pdf link and year 2003 datasheet in 2nd pdf link below. 

Both internal end and external end of fiber spool are accessible, so you can use this spool for optical transmission test.

    CONDITION:

    With plastic film over the fiber coil surface, with original full fiber length. Good condition. The fiber length and attenuation were tested well by OTDR approximately, and spool loss was also verified low at our lab, all these test results matche manufacture test data, see last photo below. The effective refractive index 1.470 at 1.55um for truewave fiber is applied in OTDR test.
