Antec 17dBm EDFA instrument over C-band, in 19-inch 1U rack. Minimum input power: -10dBm. From front panel, user can adjust output power by changing attenuation at optical output(see 11th photo below), adjust allowed minimum input power (For example, P in Trigger Level: Pump on -10dBm, see  12th photo below). In our lab test, on EDFA front panel: Set Atten=0dB, allowed minimum input power -10dBm. See our lab test result of gain, noise figure, and output power at -8dBm, -2dBm, and 4dBm input power at last pdf link below (noise figure result is not so accurate at high signal input). Output power 17dBm is verified at 4dBm and near 17dBm output at -2dBm  input over C-band. Gain is quite flat over C-band at -2dBm and 4dBm inputs and even -8dBm input.
