We believe both internal end and external end of fiber spool are accessible, you can use it for optical transmission test. See year 2002 datasheet in pdf link below.     Good cosmetic condition, with wrap ove fiber roll. With hard plastic cover and handle, but there is crack on this cover, see the 5th photo below. We believe the fiber length is still same original 25.26km.
